FUNCTION
✓ Provide and maintain a system plans and programs for human resource and organizational
development.
✓ Ensure effective and efficient delivery of basic services to all officials, employees and constituents
pertaining to personnel matters.
✓ Initiate review and recommend innovations in policies, objectives, plans and programs to maintain a
systematic personnel management and development.
✓ Ensure that all laws, rules, regulations and policies governing the human resource programs are
properly implemented and executive.
✓ Responsible for providing assistance and advice in the development, formulation and execution of
agency policies on personnel matters.
✓ Serves as the official liaison of the agency to the civil service
